Last time I played competitive was Gen V and Jellicent were everywhere, in my mind he's a super popular Pokémon

I literally forgot these two existed, however I think some E4 uses it.
We can, however, calculate who is objectively the most forgotten Pokémon, being the criteira:
- No important trainer (Rival, Gym Leader, E4) or common trailer class in the game uses it
- It's rare or only catchable late in the game
- It's not a starter, a legendary, a fossil, or anything that makes it unique.
- Never was part of the OU
- No one important on the anime uses it
Who would fit all these?
I think Finneon and Lumineon.
