Feraligatr gets Ice Fang super early for good coverage but fails to get a good physical STAB move until Ice Path, where you get the Waterfall HM. Surf is perfectly usable until then though, so I wouldn't mind using one.
Meganium has pretty bad offensive stats and is notoriously bad against the Johto gym leaders' types.
