Pretty easy to know what the legendaries were based on, it's just those few that don't look like they had any inspiration.

Groudon and Kyogre are based off of the kaiju Behemoth and Leviathan....they aren't made to represent normal animals.

In concept they are. Land and sea relates with the Behemoth and Leviathan in some terms but it's quite obvious what animals they are based on. Even their names say what animals they are, Groundon is just a little more vague on what it is from it's name origin.

I mean, depends on who you ask. Leviathan isn't even specifically a whale. Its older interpretations were of a snake iirc, and Behemoth has been interpreted as everything from a bull, to a lion, to a sauropod.

Gamefreak just took artistic liberties with them.
