You only control which ones use their Soultimates, which are like Z-moves, but every single yokai in the game gets its own unique one.
Yokai can't learn additional abilities or moves but you get some options to modify them, and the actual composition of your team matters because all yokai have some way in which they benefit adjacent monsters or monsters they share a tribe with - making a team of a single theme and type is actually a viable strategy.
