How do we exactly determine ages of human characters?

Seriously it’s downright impossible to guess ages of certain pokegirls like Whitney and Roxanne.

some have specific canon ages like May who's 12
who cares about the ones who have ambiguous ages though, just means you can make lewds of them and say they're 18 and have nothing to prove you wrong unless they look blatantly underage

But in the games Whitney and Misty look probably around the same age while in the anime Whitney is considerably older than Misty.
