I made a thread once asking what others thought of Hydreigon's eyes since they were the aspect of the design I was drawn to the most, and one anon said the eyes are designed that way because Hydreigon was supposed to be blind for much of its life as a Deino and Zweilous. They look underdeveloped, which makes sense.
What also makes sense is Hydreigon's legs. Evolving to grow six wings that appear powerful enough to keep it a flight indefinitely, Hydreigon's legs have grown useless and atrophied, becoming vestigial limbs.
