After those first two did their work with space and time, they also fucked off, while Giratina was left in the shitty void that we might as well call Hell at this point. Mew is the ancestor so it probably did something which led to every other legendary being created, and Arceus is the one that gives them their role.
Necrozma and the like don’t count because they are Legendaries by proxy, and just super strong Pokémon in their own worlds.
