Maybe instead, they could use the picture taking to supplement another game mode? Like, make it so that the game doubles as a pokemon TCG game, and you unlock cards by taking pictures. Getting different scores gets you different copies of a pokemon's card. If you made the card game portion optional, then people could still go through the game just taking photos as normal. Plus it could offer a different experience from the standard pokemon TCG since they could customize an interesting format from the cards included.
