You DO realize that a Pokemon's type can be changed with Soak, right? Fan Rotom, Stunfisk, etc. have their Ability to protect them from a move in the event they are affected by Soak.

Also, double battles weren’t a thing until Gen III, iirc.

Also it didn’t increase special attack until Gen IV, and in Gen VI, Ground Types with this ability were explicitly excluded from having their special attack boosted. Cubone also has this ability.

Because it has higher stats than almost every Mega, an immense movepool and can freely hold items. It is easily comparable to most box legendaries in power level if not for Truant. Same goes for Regigigas.
