Yeah. It's actually one of the earliest designs.
I wonder if they'd already decided on it evolving from Magikarp at that point. Would be weird that it's not dragon-like if so.

The first few pokemon designed all had that bipedal dinosaur look, and at some point were probably going to be the only pokemon.
I guess Omega was the "Artificial but powerful" one that eventually became Mewtwo as more designs came out.
