"muh level curve" is referring to all regular trainers having pokemon at obscenely low levels right from the beginning of the game, lasting all the way to the end. You go to sprout tower and what do you fight? A bunch of level 3 bellsprouts. You fight team rocket and what do they have? A bunch of underleveled rattata and zubat. In the mahogany hideout you have to fight team rocket. There are TONS of grunts in here and what level are their pokemon? 16-19. What level is the gym leader you fight IMMEDIATELY AFTER? 30-34. You beat the champion lance who has pokemon up to level 50? Congrats you unlock an entire region filled with trash trainers whose pokemon are 37-43. All regular battles are tedious slogs and a waste of time, and there is no other pokemon game where it's this bad, besides of course GSC.

The way to level up in HGSS is to kill a ton of low leveled pokes, instead of fighting a smaller amount of higher leveled pokes. This is objectively garbage game design that wastes player time with lots of low quality gametime. The highpoints of HGSS (of which there are few) do not make up for it.
