No one knows, just like no one knows about the locked doors in the desert or the "horde of faceless men" an NPC tells you about in the swamp. Why? Because Game Freak are fucking hacks who can't be bothered to make a decent game, or even complete one for that matter.
And while I'm at it, don't forget about all the unfinished stuff in gen 7 like the golf course.
Don't expect much from Sword/Shield.

There's a note on the back of a sing in the Lumiose train station that says "I'm going to go for help. Wait in the usual place". It might be that this ghost is waiting for whoever wrote that note. But I guess we'll never know.

The haunted school wasn't much of a mystery, just ghosts killing kids. The Lumiose ghost is a complete mystery, with potential to be a whole sidequest, that never went anywhere.

You can find a Spiritomb in a locker or something in Sea Mauville (ORAS's equivalent of the abandoned ship). I think it's only there because Sea Mauville is on route 108, and Spiritomb is all about 108.
