Gen 8 needs an alternative to Stealth Rock with a different type. Having a rock-type weakness is way too centralising. Fairy or Psychic-type sneaky pebbles that don't stack with the rocks (either replaces or fails) would be nice.

Stealth Rock now does no damage unless you're weak against it.
What this means is that Stealth Rock becomes a niche instead of a catch all "damages everything" move. Using a turn to set up Stealth Rock when it might only damage one or maybe two of the opponent's Pokemon means it might be worth considering not using it at all unless your team has a glaring weakness to Mega Pinsir or Volcarona.
It also has the byproduct of encouraging Spikes play, which has much narrower distribution and could lead to interesting sets like Spikes Diggersby popping up.

Yikes. Stealth Rock being so """""over centralising""""" has nothing to do with it being rock type and everything to do with it being free chip damage on everything in the game (outside of magic guard mons).

Exactly. Rocks are so prevalent that being weak to rocks is crippling. If there are alternative rocks that do chip damage to most mons all the same but don't absolutely demolish your bug/flying, it only dies immediately half the time instead of all the time, which is a huge improvement already.

Base stealth rocks damage: 12.5% -> 9%
Spikes and Toxic Spikes can no longer stack.
Toxic: now starts at the same damage as regular poison, but it gets stronger by 1/24th of their hp per turn instead of 1/16

There. I've neutered the stall menace and saved pokemon.

How about this, stealth rock does 12% to all Pokémon, except flying types and ones with Levitate which does 25%. That way, it won’t be detrimental to be x4 weak to rocks while still showing its main niche over spikes

Stall crumples hard under hazard pressure, though. It's the most switch-heavy playstyle and they can't afford to send their defogger/spinner into a bad matchup or risk losing it entirely. This is why Mold Breaker Excadrill is so popular, because it gets Rocks up every time and forces a defogger/spinner onto the field for a predictable double switch.

Balancing pokemon is difficult simply because minor changes can have huge repercussions. Changing stealth rock damage to do much less will make stall teams more powerful, giving them much less to worry about for switching. Same goes for buffing attacks like making Bug or Dark super effective against more. It may help some pokemon of that type, but it's mostly knock off and u turn users who get the most benefits. The reason so many pokemon are shit tend not to be the mechanics of the game but the pokemon themselves as GF rarely tries to mix things up. Almost every new water pokemon tends to play the same as ever old water pokemon, forcing them to compete for the same role and be considered trash if they dont have something new to bring to the table. So many poison and bug mons suck because they are usually used as beginning to mid game pokemon who generally have shitty stats, abilities and move pools. Cant ren get started on pokemon who have incredible special move pools but are clearly meant to be physical attackers and vice versa. Pokemon is unbalanced because GF refuses to put the slightest effort into balancing. Hell ide argue they dont even try to have fun with all the possibilities you can have for themed pokemon. Like a grasshopper bug/grass mon getting Blaze kick due to the powerful legs or even Aurorus getting fucking Power gem. It seems they just look to fill a check list of mons they need to have and then throw darts to see what they will get.
