This means that not only are all ice types vulnerable to things like fighting, rock, and steel to represent that they're hard and brittle, they also don't resist things like normal or flying to represent that trying to slap or scratch a glacier would fucking suck.
They either need to add resistances and treat something like avalugg as the default, or remove weaknesses and have somethibg like Alolan vulpix be the basis. Either make it solid ice like rock, or elemental ice like fire.
