All pokemon, barring the most rudimentary have some form of ability to eject harmful substances, like fire, pressurized water, negative energy, electricity, and so on.
For most pokemon, Toxic is just the basic components of the stuff they can eject broken down into basic hazardous chemicals. Actual poison types have more specialized mixtures actually deliberately intended to poison, hence the perfect accuracy.
