Because Ampharos was supposed to be part dragon but they changed it because they wanted dragons to be lategame only.

I hate that they made an item just to evolve this thing and nothing else. Would've made sense for something like kommo-o. Anything else. Fuck shit like dragon scales, magmarizers, etc.
