Just buff the fucking ice type, it has non resistances and it's weak to the most offensive types in the meta

swift swim seems better than slush rush, even if he doesn't get a water move for his spread outside of aqua jet. the problem doesn't seem to be stats, abilities, or type. his movepool is just very shallow. very tired and the only quick moveset I can think for him is swords dance, aqua jet, icicle crash, play rough/stone edge/superpower.
