Gen 5 added in triple/rotation battles which Game Freak quickly dropped, they could have made a Pikaclone based around synergizing in situations like that. Seeing as they already made moves based around cooperation that gen anyway.
Would have been neat if they had added in a Mega Raichu, since a lot of people felt that megas could have been used to make some Pokemon better, and the Pikachu line isn't that great. But they did add in a fairy type Pikaclone.
Gen 7 was fine, Togedemaru was just another "just there" Pikaclone, but they also made Alolan Raichu which works with that gen's gimmick and Mimikyu. While not a true Pikaclone, had more going for it then a lot of others in the past, and it alongside Alolan Raichu both got z-moves.
