If one has the ability to drive, yet there is no car, it can be said that they both can and cannot drive. They possess the ability to drive, but they do not possess the vehicle through which to demonstrate the ability. If a car came into existence, then they could drive the car. They always possess the ability to drive, but they do not always possess the means to demonstrate the ability to drive.
Mew can learn any move. However, there is no method through which to teach it all moves. For any move, if a method did exist, such as tutor or TM, then Mew could learn it.
Now you may bring up the fact that some move tutors cannot teach Mew certain moves, and this can be explained by the fact that the tutor themselves do not know how to teach the Mew species, such as the starter-move tutors.
It’s a meme argument about the semantics of what ‘being able to learn a move’ means within context. Both of them are both correct and incorrect depending on what they’re actually talking about.
