>>37959339Clefable has very similar "tier-proofing" to Quagsire. It's reasonably bulky, has very powerful defensive abilities that fundamentally change how you can face it, and has a good enough movepool to both deal damage, and more importantly, fuck with enemy pokemon.
Kingdra is just one of the best pokemon at a specific niche. It's the premier rain sweeper. It has no place in OU if not on a Rain team.
Silvally's only perks are that it is a reasonably bulky defogger that isn't weak to rocks, has access to Z-Parting Shot, and has the reasonable offense down.
However, its more support-oriented movepool is horrid, it has no reliable recovery to support its bulk, and it basically has no ability, let alone such a defining one as Unaware, Magic Guard, or type immunity+.
Really, I just want to point out, that as the supposed "counter" to Ultra Beasts, it has every reason to have Unaware, to negate Beast Boost, the basic power of Ultra Beasts. Or, maybe, instead just an ability that uses Haze when it comes in. Something.
Give Silvally Unaware and Recover, and make the memories just change its type on their own power rather than costing both an ability slot AND an item slot, and Silvally might actually be good.
