Their usage system didn't differentiate between good player and shitter so shitmons ended up higher than where they belonged and good mons occasionally lower, because there are more shitters than good players. When usage started to be weighted based on ELO during gen 6 certain mons like Donphan and Goodra disappeared from OU almost instantly.
