Hell Thrust is the original name. Nothing to do with chopping. The point is to stab someone in the throat, preventing them from speaking. That's why stuff with sharp beaks and spikes without hands can learn Throat Chop. With that said, something like Barbaracle with razor-sharp claws should learn this move.

Things like Arbok, Rapidash, Simisage and Audino learn it which is quite strange even going by the original name you gave.
But yeah I've gotta admit I am pretty fucking gobsmacked that Barbaracle can't learn that shit. It would benefit from it a decent amount too.

Forgot to mention stuff with horns and sharp pointy tails. Nearly anything with an appendage that can puncture a throat can learn that move. Audino and Simisage have hands so they can use the move with those.

Throat Strike would be less confusing, while still avoiding the stabbing imagery they presumably think too violent for kids.
