What if Legendary starters, they start out as strong as normal starters but evolve at scripted parts in the story and gain their 680 BST at their 3rd form!

I'd like more honestly.

Trading a Legend to use as my starter that doesn't become OP til it evolves late game.

Shame Cosmog doesn't get damage moves, Meltan works though.

True, Silvally is probably the weakest sub legend though.

Not sure if Poipole counts, it's Evo is strong but only has a 540 BST.

The weakest Legends are base 580/570.
