The only returning villains will be cameos/references to Team Rocket and that's it.

Fantina shows up, and English versions of the game will have to retcon her dialogue and explain her to be visiting from Kalos, instead of Galar-native as the Japanese versions might imply.
Ryuki shows up again, instead of Roxie.
Lillie shows up. I don't even dislike her, I just can't stand the thought of the endless fucking bitching and shitposting about it if it happens.
