As far as lore is concerned, I've got nothing, but in-game, 129 base speed is absurdly high for a cover legendary, and can't really be expected to be followed up on by an amalgam of zekrom, reshiram, and kyurem's more stallbreaker style stat spreads. Given their offensive direction, it's also extremely unlikely the original dragon would have the defenses/typing to survive a neuroforce boosted outrage.
tl;dr both have the strength to 1HKO eachother, but necrozma goes first.
