Stuff like poliwag, abra, and eevee could have babies. Even pokemon that are already babies could be further babified (munchlax has room for a prevo if you try hard enough).
If starters and other mons never get babies I think it's more because of gf's autism on keeping the 3-max rule of evo lines than anything else. They wouldn't pass the opportunity to make more plush-selling babies if they could.
