There is, in theory, an OU BL, made up of the things just kicked upstairs, the shit/redundant ubers, like Reshiram, and the technicality-banned pokemon, like Blaziken.
This creates an awkward scenario, where things are kicked upstairs less frequently than they should, but once something is, it never ever comes back, because of the stigma associated with Ubers. Never mind the fact that the gap between Tapu Lele, Mega-Blaziken, and Genesect is pretty small, the tier is still balanced around an outdated concept of what OU should be, when in reality, everything associated with OU is UU now.
In short, Ubers is now more a vaguely defined attic space to OU, than a banlist. Anything too strong for the classic idea of OU gets kicked upstairs to "ubers" despite the fact that what an uber even is has changed.
Within OU itself, the first worrying ping was Gen 5. Gen 5 was when things started getting broken "gimmick" abilities, like Contrary Serperior, and making random pokemon upset a mostly sane, reasonable meta, to one dominated by jank. Gen 6 doubled down on this, with new pokemon dominated by jank, and Mega Evolutions adding even more.
