Makes sense because the more invested players who would care about the NatDex probably have Bank already, so they're not paying anything extra.
However, the problem with that is that they've already had the correct option in game since.Gen 2. You can choose between regional and National in every game between Gold and Silver and OR/AS.
There's no excuse for putting it elsewhere when it already existed in-game. No one was getting confused who didn't want to be.
