>Why not?Ruby and Sapphire are not good games. They lack many previously introduced elements while still having bad design choices (like shitty TM pool and boring water segments). The only three noteworthy things Emerald added were:
1. Increased difficulty coupled with increased number of double battles.
2. Font change (since RS one is HORRIBLE, it's a pretty big point to me).
3. Battle Frontier.
Everything else is trivial. Gym rematches are random and exclusive to postgame. Most of the new locations are small. The plot has changed but not by much.
Considering all of this, Emerald is not a huge improvement for people who are not into postgame battling.

It added more stuff to RS (like Dexnav, Playnav and Soaring) while improving many elements (TM pool, water routes, secret bases, characters etc.). Many more Pokemon became viable (contrary to Emerald which made some Pokemon borderline bullshit to use) and I really appreciate it since I consider the campaign much more important than the postgame (although I still love having a good postgame).
Also, for me the peak happened in DS-Wii era. Great main games (Platinum, HGSS, BW, BW2) and great spin-offs (PokePark, Ranger, Mystery Dungeon).
