And the most likely way for that to happen in a reasonable timescale is by human influence (or by magical legendary pokémon fuckery given the setting).
So unless someone actively brings some A-Ninetales or A-Rattata to other regions and breed them (like they did with Yungoos), they'll probably not be found in the wild. That's why the Safari Zone would be a good way to put them in other regions.
