Pretty sure Blue himself says it in RGBY/FRLG, I want to say someone else comments on it as well, but I'm not entirely sure on that one. Pretty damn positive Red seems to like to talk though, but you can take that as a joke if you want because he's so quiet.

Either way, it kind of works and fits, that he just likes to talk about Pokemon and run his mouth constantly, would explain the rivalry between the two when they were kids, and it fits better than being a generic self-insert or battle shounen characters. Also it's still pretty autistic.

That's because he was a chad pussy slayer. By SM, he's older, mare mature, and less obsessed with being the best. He's still a bit mouthy, and he knows he's a damn good trainer, but he's way more relaxed and the design reflects that pretty well.
