I never get why he didn't had a Kingdra in gen 2. I mean, there are a total of literally two dragon-type pokemon in gen 2 (counting only final stages), and he skips one of them to get a third Dragonite

I assume it was to differentiate him from Clair. She uses three Dragonair and Kingdra in Gen 2, so there's no overlap with their teams (in Gen 4, they both use Gyarados in their initial battles).

Dragon had a wildly different design philosophy in Gen 1 than it did for Gen 3 onward.
Dragon more or less literally only existed for Gen 1 so the penultimate boss, Lance, could pull out a Special Snowflake Type that resists all of the Starter's Primary Types and was exceedingly rare.
They still wanted to uphold that idea for Gen 2 but also give Clair her own Special Snowflake Combo (a Dragon that can't feasibly be harmed Super Effectively without grinding for Outrage Dragonite or trading shit) which is why Kingdra is the sole new Dragon of Gen 2, and also why Lance doesn't use one because that'd take away from Clair's Snowflake Factor.
It wasn't until Gen 3 that they started phasing Dragon out from this philosophy and just made it an uncommon typing to see outside of Legendaries.

It would have been nice if they had introduced at least one more mediocre dragon type to round out their teams with. Like imagine if Dunsparce could only be found in the deeper sections of Dark Cave and was a Dragon type. Then there would be at least one othee option for the two dragon specialists in the region.

I also noticed that while in Gens 1 and 2 Dragons were mainly Eastern influence (Dragonite was a mix), starting with Gen 3 all dragons have been Western influence (except Rayquaza and Drampa)
