I think it would have been a cool feature if they made Phione a regular Pokemon you can catch in the wild, BUT breeding them has a rare chance to give you a manaphy egg. Would be some nice lore interaction if Manaphies were special specimen, similar to how Diancie is a mutated Carbink.
