At first I thought It was because they wanted to preserve the uniqueness of the mon to be released in a special event, but lets be real, out of all the people who play the game how many are autistic enough to soft reset for a shiny legendary?

Shinies are dumb. If they're gonna have a super rare special palette swap then there should at least three other, more accessible palette swaps for each mon. It would be a good way to make your whole team feel special.
