No because the entire problem with Ice type is that it's weak to too many common offensive types while not resisting anything. And there aren't enough things weak to it to justify it and you can get all the benefits of Ice type out of Water type who don't share its crippling weaknesses. Adding recovery will not fix all of this.

Hail is hardly the problem. It's the ice typing.
