If you haven't noticed from the past couple gens you're able to make the protag any skin color you want. White is just the default for the art.

Asians are obsessed with white people due to consuming a lot of western media. The games are getting more black and brown people as western media becomes more diverse. I imagine as time goes on we'll see a lot of black and brown characters as Japanese people grow similarly fascinated with them. They're interested in the foreign even if their society paradoxically can seem xenophobic at times, media is a safe way to explore that curiosity. Similar to this is how Japanese culture stresses conformity but anime characters are defined by just how unique and colorful every character looks.

I imagine all the protagonists of the first four games are meant to be Japanese though and Brendan just a tan Japanese guy. I mean obviously Red, Blue and Leaf are. I think all the protagonists are depicted so you can at least interpret them as Japanese, since save for like Serena they tend towards darker hair and eye colors.

Asians in general associate light skin with beauty because plebeyians work all day under the sunlight and get tanned, thus lighter skin means they come from a good family, they're wealthy and probably State officials. Thus they spend all day indoors and don't get tanned.
