Some stuff just dont make sense to me:

Literally in GSC, which is what the beta was all about. These are pokemon and sprites that didn't make the cut, so obviously, other baby pokemon were planned.

Not to mention Gen 4 babies and extra evos.

What was your argument again?

This isn't a good point to make. We're used to gimmick Pokemon not evolving NOW, but this was way back when the franchise was new and still trying things out. Also, the evolution could have had its own unique gimmick, like being able to keep whatever moveset Ditto had copied when it leveled up and evolved.

Woobufet is just as much of a gimmickmon as Pyukumuku.

Ditto is more on par with Mimikyu, Oricorio or Castform, they just CAN'T get a pre-evolution or evolution.

Why do you think they’d have those established “rules” when they didn’t know for sure the direction they would take the series — and, I believe, they were expecting this to be the last game, anyway

Yes, Game Freak are physically incapable of giving an evolution to a Pokemon because of a muh feels reason you pulled out of your ass.

Pikachu and Marill have pre-evolutions and they're the same size or smaller than all of those Pokemon except Paras.

Because it's not a beta Bayleef, it's part of a scrapped evo line that was replaced with the Chikorita line. Bayleef was the last member of the new line to be added to the game after the demo was made.

We lost the one Ladybug Pokemon too. It wasn't a beta Ledian, it was intended to be a mimic of Ledyba, unrelated to it. Like Volbeat and Illumise in a way.

You're judging the beta from the modern perspective of the franchise. Back then gen 2 wasn't even a "gen", but a sequel literally called Pokémon 2 instead. Consider that before claiming it doesn't fit the mold of Masuda's franchise.

We don't know either way as all evolution info for the new Pokémon in the (normally) accessible areas of the demo is dummied out. So it's possible it is Ledian, but it could also have been a parallel. Though I'm more inclined towards it being Ledian, as if it were a version-exclusive parallel, wouldn't they have shown that in the demo instead of only showing Ledyba and it being exclusive to one of the demo versions? I haven't checked the encounter lists in a while, but is Mitsuboshi available when the grass is activated, and if so, is it in both games or only the on Ledyba is in?

Doesn't account for the differences between beta and final designs. I think the Hoppip line looks a hundred times better in beta, for example, while Heracross/Pinsir evo is much worse.
