>>38034279Because that would be more nostalgic to Japanese players. Blue was only available through some Nintendo subscription or some shit I think. Why they didn't change them to what we had internationally was most likely laziness or absent-mindedness. If it was me the original localized games would have used the graphics (Pokemon sprites, overworld tilesets) of Red and Green for Red version and the graphics of Blue for Blue version.
