That depends. Will we have more Dragon-type regional variants? Because if not the only Dragons in the game will be Mega Charizard x, Dragonite, Alolan Exeggutor, and Kingdra.

I'd assume it's because Claire exists and she had Kingdra/Dragonairs, so it would be weird if the Pokemon Champion still had Dragonairs as well.
Gens 2-3 were much more egregious at hand holding than people remember. Pokemon had shitty movesets like Jasmine's Steelix knowing Sunny Day to help the player's Fire moves KO it.

Almost everyone in the game knows only the last 4 level up moves, so trainers like Archie are stuck with this.
The Elite Four and Steven are better, but Sidney still has some horrible sets on his Dark-types.

Esmerald was the first time they tried.

Rule of thumb is that Esmerald, Platinum and B2W2(hard mode) are the hardest given that they do try to put synergy in the bosses and gym battles.

Esmerald had Norman abusing skill swap slacking and Facade/focus punch in doubles wich was cool as fuck, Juan got kinky with confusion and double team. It was good.

Archie's a game boss alongside the Gym Leaders, E4 and Champion, so you expect more than what is essentially a punching bag. beating him effectively ends the Team Aqua storyline.

At least GF had the common decency to give him an attacking move, I could have sworn someone in Johto had a Pokemon that was incapable of doing any damage to you.
