Use all of the Pokemon you can without repeating. Once you exhausted the Pokemon that fit the type specialty, THEN you can start picking thematic 'mons. Also, E4 members have team diversity not only in a vacuum, but when compared with the others of their league. Giving Drake a Sharpedo, Cacturne, Aggron, and Banette is dumb because the other members already use them. It wouldn't make for an interesting experience. Here are some more ideal teams with the available Pokemon in Gen 3:
>Sydney: Mightyena, Cacturne, Sharpedo, Shiftry, Absol>Pheobe: Sableye, Chimecho, Ninetails, Banette, Dusclops>Glacia: Castform, Huntail, Gorebyss, Glalie, Walrein>Drake: Rhydon, Altaria, Flygon, Kingdra, Salamence>Steven: Skarmory, Claydol, Metagross, Armaldo, Cradily, MetagrossNot saying it's perfect, but it's something much better.
