Pryce as well has a good personal motivation, he may have went to horrible extremes over it, but that's precisely what made him more human as a character. Archie and Maxie straight up had the same motivations as their game counterparts, only the outcome was changed at the end due to both of them being hijacked by Groudon and Kyogre's bullshit. Guile Hideout was an extension of this. And Giovanni in FRLG just wanted to see his kid again, that's human as fuck.
