Fitting him into the standard evil team formula would be tricky, but it's Game Freak so they're not going to try anything else. Ideally they'd make him (or her, come to think of it) a slightly unhinged lieutenant working under some asshole who actually has a plan, only to have our Joker backstab the planner at the last minute and take the box legend's power for themselves like Kefka in Final Fantasy 6.
