Its possible, however when it comes to are they cool, tough, feminine I can not always tell.

I think Empoleon was tough and Serperior was feminine.

Samurott was tough and so was Chesnaught.

It could be a basic theme like what inspires them.

Both Empoleon and Serperior are meant to be royal so that could be their connecting factor as an example.
