Gyarados, Arcanine, and Exeggutor were stat-wise the strongest non-legendary Water, Fire, and Grass types in Gen 1

So when Blue says he made his team with the most powerful Pokemon, he meant it literally

Arcanine flat out had higher stats than Ninetales.
Ninetales might be better than Arcanine, but that's not the point being made. Gyarados is worse than Cloyster as well.
