This is becaise Shinto is ingrained into everyday life and they don't have a God to worship and no kind of rulebook or organization. So Japanese people just do whatever the hell they want. There's a popular saying that goes "born shintoist, marry christian, die buddist". Christian weddings (called western style) are super popular for being glamourus so there are entire services dedicated to setting you one which includes a fake church and a fake priest using a western model. And Buddism funerals are popular because Shinto doesn't care for the death, in fact Shinto doesn't deal with it. It has some concepts of land of the death but overall is agreed that souls stay in the land of the living and there's no such things are judgement, punishment, reward or rebirth, and also death in Shinto is seen as gross and polluted so Buddism funeral makes people feel more hopeful.
