You do know that's only in the anime right? Canonically they meow, roar, bark, cry, and make other sounds real life animals would. Pikachu is the only one that says it's own name, and it actually fits him. They only do it in the anime so it's easier for kids to learn all the pokemon and their names

Is this actually true anywhere in the games' canon? I'm only aware of it in Yellow and spinoffs.
