Gen 3 and 4 had the most forgettable E4 because they were trying to make ones as memorable as the 8 bit ones but couldn't since it was a whole new league. They hit their stride with Gen 5 but 6 and 7 are very debateable and not my favorite E4s.

altho gen 3 had memorable e4's too
