Overall I'd say Johto, Sinnoh and Unova had the best Elite Four although there are quirks to each so depending on your values you may find one noticeably better or worse. Kanto and Alola are about on the same level after that, then Hoenn and Kalos, Hoenn for being boring as shit and Kalos for well being Kalos.
