Popplio has visible ear flaps, which would make it a sea lion.
Assuming Primarina has ear flaps hidden under those starfish things, it's a sea lion too.

It's anatomy is even much closer to an otter's than sea lion's. Primarina's body style in the pokedex is labeled as "fish-like". Samurott has the "quadruped animal" label.
