Onix in Gen 1 was UU, nothing spectacular, but not bad for a random Pokemon without evolutions.

For reference, Charizard, Blastoise and Articuno were UU too

Why are you so emotionally invested over Onix being weak? He isn't. He was fine in Gen 1. And he got evolutions after Gen 1, so it was never an issue.

Vikavolt isn't even bad. It functions pretty effectively as a surprisingly bulky wallbreaker in the lower tiers and can even pull out a surprise sweep with agility (outpacing mons like mega Lopunny by a single point).

That speed stat is baffling though. How'd that even happen? Both the design and the dex entry scream fast and frail. It's outsped by its own pre evo.

+25 to every stat except Defense. It becomes 60/70/160/55/70/95. It becomes somewhat fast and bulky with Eviolite, has a niche over Steelix without being strictly better or worse, and also makes its BST the same as Steelix (510), like its Metal Coat counterparts Scyther/Scizor (both 500).

My Onix suggestion:

Mirror the Scyther/Scizor evolution line and make Onix's base stat total equal to Steelix's. The arrange that BST to make Onix lose Speed in favor of Attack and Defense. Again, just like Scyther/Scizor.

New Onix:
HP: 75
Atk: 65
Def: 160
SpA: 55
SpD: 65
Spe: 90

Now upon evolution Onix loses 60 speed for 20 attack and 40 defense.

I also think Onix should gain the following moves: Head Smash, Glare, Coil, Bide, Accelerock, Iron Defense, and Fissure.

New Onix gets a Crystal form that's really rare. Its augmented more as a special attacker with a new ability.

New ability is Dry Skin, which heals Crystal Onix when in Rain or hit by Water moves, but Onix takes damage in the Sun or extra damage from Fire moves.

New moves: Power Gem, Dazzling Gleam, Surf, Brine, Water Gun, Scald

Speed doesn't just represent speed of movement, but also initiative, hence why things like fake out or sucker punch have priority. Vikavolt can obviously move pretty fast, but it's also a fucking railgun. It's gonna need some time to charge it's attacks.

Different, read: worse. There's a catchable pokemon directly before every gym in the game except koga that lets you cheese them all with type advantage. Brock wasn't going to be a challenge anyway, you get a mankey right before the first blue rematch, assuming you don't pick SE starter.
